Designing future social security: Critical review of mid to long-term social security planning

Abstract
The importance of social security policies in South Korea has been ever increasing in line with socio-economic and demographic changes. Korean government has introduced future social security plans, on the one hand, to cope with increasing welfare demands, and, on the other hand, to secure the financial sustainability of social security. In this context, this study aims to discuss key factors for establishing an effective future social security plan, and to provide policy implications by critically examining existing social security plans. In the absence of previous academic literature on this topic, this study relies on literature on public policy planning and public policy & complexity/uncertainty to draw essential factors in social security planning. Subsequently, it critically examines three existing plans, ¡®Vision 2030¡¯, ¡®Social Security Basic Plan¡¯, and ¡®2060 Long-term Fiscal Plan¡¯. This research finally argues that the future plan should be established based on collaborative rationality and evidence-based approach, taking into account policy and political legacies from the past and future uncertainty.
